Admin Can't see General Restricted Forum

I'm using 1.5 from cvs.

If I create a new forum and say "deny access to general" as well as "deny anonymous posts to general", the admin can not see this forum in the control panel under "Forums".

The Admin can if I follow these steps in the control panel:

1) Groups
2) Administration -> Permissions
3) CHANGE NOTHING ... click Save

Bam ... the Admin can then see this forum.
