where are the forum groups permissions stored in 2.1.5/oracle?

If there is no way to turn off caching, and as such, I cannot create private forums on the fly from my external application. So I am trying to go about it another way.
Basically, I am trying to turn the "deny from the following groups" into "allow from the following groups", but I cannot determine where the forum permissions are stored. Can anyone help me out? Thanks.

Tables are jforum_roles and jforum_role_values

In your case, the role's name is "perm_forums", that's stored in jforum_roles, and jforum_role_values contains the forum's id and the access type (1 == allow, 0 == deny)
