There's some thing wrong about chinese char-set

I install JForum2.1.6,tomcat5.0.28 on RHEL AS 3 ,database is Mysql5.0.18.I seted the database charset in UTF-8. when I test the forum,there no right view on message,it looks like "??" but the title looks correct . for example "�?ʌ�?".
why ? it's linux problem ?or JForum's problem ?
