I install the JForum into my local desk computer. When I login as Admin, I don't how to make one common user to Moderator.Which control panel can I user?

Moderators are group permissioned based.

If you just wanted only 1 person to be a moderator, you would probably want to create a new group and put only that person in it .. then you would have to set the permissions of that group to be a moderator, and select which forums to moderate.

All of this is done in the Admin Console / Groups / Permissions area.
