how to delete categories that is not under admin group?

During testing, I created more forum categories without allowing access of administration group. How do I delete these created catogories? Can I directly delete them from the database? Additionally, where are all this information stored? For example, the admin can't delete users at this point. If I delete this user from the database directly, it won't work either. I assume that all these information are retrieved directly from the database, but if this is the case, why would direct manipulation of database work?

To see the categories, just set the proper permissions, at Admin Panel -> Groups -> Permissions
