Any instructions about translation?

I would really like to use jforum in one of my projects, but it has to be translated into estonian. It seems very similar to phpBB forum software and it is translated into Estonian. Can I benefit from that or do I have to translate "the whole thing"? How is translation possible anyway?

Grab WEB-INF/config/languages/en_US.properties, translate it to a new file, and register it in the file locales.properties.

Then, change SystemGlobals.properties to use it.

You're done.
