Maybe I'm doing it wrong, but there seem to be large swaths of code missing from the CVS repository (for example, the net.jforum.core package has no actual files in it, only empty sub-folders). Is there a specific branch or tag I should be using to get the latest source code?

Which cvs client are you using? it is not removing / updating the directories correctly. The core package does not exist anymore.
