Hi,
I find , If set a "Groups" have "Can edit messages" or "Can remove posts" Permissions . it will can modify all forum !

Probably because that group has access to the forums ... only allow the group access to the forums that they can edit or remove posts for.

You may need to create a special group just for the few people you want to have this privilege.
