I tried a long time to shoot it, but failed.
please help, my dwr version is 1.1.

I had a similar problem with jetty. I've switch to tomcat and the problem was gone. I don't know what solved it, sorry.

You are missing allow tags here
correct structure is <dwr> <allow> <create> ......... </create></allow></dwr>
