is the jforum_groups table obsolete?

I read the sql files and found the jforum_groups table. It seems useless. There is no forum group support. Instead, user groups are support.
Am I right?

No, you aren't
jforum_groups is used at Admin Panel -> Groups, and in all queries related to permission control.
