Does anyone have code for transferring the user list from vbulletin? I'd like to migrate from vBulletin to JForums. Yet keep the user list and passwords in tact. Is there any code for this available?

No, there is no code available. It would be needed to look at the user's table and the hash they use to store passwords in order to migrate.
