"New Topic" button disappear with international language?

When I changed the default language from us_EN to vi_VN (vietnamese), the "New Topic" image is no longer there. I can still click on the blank space to post new message though.

I've tried making a folder called vi_VN in templates/default/images directory and copied all the content from us_EN there, but it's still not working. Any suggestion? Thanks.

Create and modify a file called vi_VN.css in /templates/default/styles

If anything else is configured right, then this should do the trick.
