why lck file block database even i access it first time after deploying?

i am getting exception.database already in use(which comes when lck file gets generated.)
Here only in one linux server its giving me this exception.
in all others lck file gets generated only when i acceseed the url of site at least once. second time without deleting i get this exception in all normal case.
But only in one linux machine i am unable to figure out why its reacting like this.
is there any dependency on this what i can find out and solve.

or please guide me what to do here.

i am fully confused.

Is this a problem of jboss(or any slimmed down version), Linux machine,
or anything else.wher to modify what .
is it just based on jform-custom.conf as i am using it.

This problems usually happen when there is a crash, or something related, and the SO / VM keeps the lock on the file.
The only way I see to "solve" this is to restart Tomcat, but if is it happening too much, it may be something else.

The WEB-INF/config/database/hsqldb directory have full writing permissions?
