There may be an archive online somewhere, but I'd get it from the CVS repository with:

cvs -d:pserver:guest:@cvs.dev.java.net:/cvs co -r V_2_1_6 jforum

Or use Eclipse'c CVS browser to get the V_2_1_6 Version
