The error "Please give write access for the user who is running the webserver to the file 'index.htm' and for the directory 'WEB-INF/config' and its subdirectories before continuing" ?

but i am the administrator of my pc, and i have set the file"not only for reading". it doesn't work. so , how can i do? could you say it in detail? thanks!
