Problem with Thai language

I deploy jforum 2.1.7-b3 on Tomcat 5.5.20 and MySQL 4.1.22. I set it to use UTF-8 encoding. Jforum works well on this environment except that it cannot show language in Thai.

When I save a new message in thai, it will be shown as ???.

Has anyone a suggestion to solve this problem?

Note

I also try to use TIS-620 (standard Thai character encoding) when I install jforum but it still have same problem.
