How can I change the user profile page so that if a user submits an avatar that has a larger width/height than I have specified in the Control Panel, they will get a useful error message?

The general upload error is the User.avatarUploadError property value in the language property files.
If you need more checking, error options, you can modify the UserCommon.handleAvatar method.
