I have a requirement from my team to send out the body of a post and not just a link to the post...

Can we do this in Jforum

I'm on 2.16 trying to update to 2.17 (time issues)

You'll either have to upgrade to 2.1.7 or look at merging the Topic / Reply spammer classes into 2.1.6.

The latter shouldn't be that hard if you know java and how to re-build jForum. Basically you need to modify them to get the posting text and add it as a parameter that can be used by the mail templates. Then modify the mail templates to use that in the body of the message.
