how to make forum reply only

I remember seeing this option a while back, but I cant seem to find it again...

How do you set a specific forum to be Reply Only? ie. Users can only reply to topics, but not create new ones?

Step by step instructions would be great!

Admin Panel -> Groups -> Permissions -> Reply Only
