FWIW, one of the big issues of deleting topics/replies is that there can be a fair amount of database references to that topic. This can cause a lot of context specific decisions that need to be made... e.g., if I delete a root topic, should all the replies to that topic be deleted? Sometimes this might be yes, sometimes this might be no.
But remember, a user can edit all of the topic, including subject. So, if someone says something they reconsider, they can alway remove what they said.
