Forum Creating Permission

Dear Jforum Developers,

I have tested the Jforum in my office. It seems to be great and so good to work.

I have created a user named "forum creater" and he is not an administrator. I need to give the create permission to create a new forum and remove a forum. He should not go than that like creating users and doing some other work. Kindly Advice.

Currently, only Administrators can create, edit and remove forums
