Fixed some errors in German translation

Hello,

I took the latest release (2.1.8), fixed a typo in de_de.properties, and converted some german text files to UTF-8. Otherwise the special characters (like umlaut characters �, �, � and �) would not be displayed correctly in the forum or in a mail message respectively.

There is a newer de_de.properties in the next post.
