use "grep high" to find in templates/default, we get the following:
bottom.htm: <#include "highlighter_js.htm"/>
pm_review_message.htm: <#include "highligther_js.htm"/>
post_form.htm:<#include "highlighter_js.htm"/>
topic_review.htm: <#include "highligther_js.htm"/>

so, not only topic_review.htm, but also pm_review_message.htm has the same problem.
