How to make the quotes of a topic visible in a moderated forum?

I have created a forum which can be moderated.
In that forum, i have posted a topic.
For that topic, if any user quotes, application is showing a message like
" This is a moderated forum. your quote ia in waiting. be patient".
Where shall this quotes be published?

I tried in admin control panel also.

i did't found.

Could any one help out? please!

When a moderator access the forum, he should see a new table with the pending messages.
