I would like to show them all the forums within the categories but if they click on one of them and they are not logged in they get a "you dont have enough permissions" notice..

I had done this once but completely forgotten how I did this. All that happens now is if I restrict any of the forums of groups they just dont show.

Any ideas on getting them to show but not allowing access as an Anonymous user?

I would guess that this would be done by including the Anonymous in the forum grouping, but then explicitly removing read/write etc access to the forum.

I am just guessing though.

I seem to remember that the security model may not handle this case.. I think if the forum is listed in the index this means that you at least have the ability to read the forum.

Maybe you modified the templates relating to listing the topics in a forum/displaying a post, to check if the user is logged in or not?

Your question is quite confuse. In my understanding, you want to allow anonymous users to browse the forum, but now reply / post anything. If it is that what you want, just disable anonymous posting in Admin Panel -> Groups -> Permissions.

However, if what you want is to deny *reading* the messages, then there is no role for that. If it is really really really necessary, you may edit the file "post_show.htm" and add a section there to check if the user is logged. Something like
