Email Notifications Sent to Some Users But Not Others

We're currently have set up our forum so that all users are automatically watching specific topics when they create an account by adding entries into the JFORUM_FORUMS_WATCH table. All of the accounts are set up exactly the same, however some users never receive emails when new topics are added into the forums they are subscribed to while others do. I've double-checked that the email addresses for these users are correct/valid and that they are indeed subscribed to the forums, and everything looks good. Can you think of anything that could be causing this to happen? Are there other tables that JForum looks in before sending emails out? I'm pulling my hair out over this problem!
