Moderators do not have to be administrators. You can create a group that is flagged with moderator rights but not admin rights (is Administrator is NO). People in this group will be able to approve/deny new postings, and edit or delete existing posts if that option is there. But NOT see the admin screens.
Note that some moderator rights are "global" rights. Once a person is given them, they apply to all forums and not just a single or group of forums.
