Hi,
I have a question,
is it possible for the adminstrator to get an email notification, when someone posts a message or creates a new topic in a moderated forum?

There is no automatic method for this. But the manual method is simple:

For new topics, the admin / moderator has to click the "Watch this Forum" icon. For replies to topics, they have to click on watch this topic.
