I work in US and any course here is $2250 to start with and you have to waste 5 working days. In effect, you will loose 5 days of leave / pay in addition to the course fee of $2250. You do the math
In India some courses are only IRs 30,000 which comes around $600 only. I checked with Oracle and they said I can take classes in India when I go on vacation. It means courses taken anywhere in the world are valid and will count to OCMJEA / OCMJD certifications. While searching I came across a course something like "J2SE 6 Programming" which is listed as a common course for OCMJD and OCMJEA. Which means if you take this course, or any other common courses which are in the Oracle approved list of courses, you can fulfill the requirements for OCMJEA or OCMJD exams.

Do refer to this thread:
It seems virtual class room training doesn't suffice mandatory training requirements. I had a word with Oracle Education Support via chat regarding this.
Candidates must complete one of the instructor-led in-class, online , or recorded courses below (includes Live Web Classes – LWC,Live Virtual classes – LVC and Training On-Demand course) to obtain this certification. Self-Study CDs are excellent study and reference tools but DO NOT meet the course requirement for certification.
