I don't much understand what you want, but, indeed Struts1.1,Struts1.2,Struts1.3 are all different versions of struts and have subtle differnces in them.
Well, if you are using MyEclipse 6.x then you can get the support for all versions of struts (without bothering to download the jar file).
Just make a new web-project--->right click on project--->MyEclipse----> Add Struts Capabilities. Here choose whatever version of Struts you want to work with. [ March 05, 2008: Message edited by: Anubhav Anand ]
Right...the major releases of the Struts 1.x line are 1.0, 1.1, 1.2 and 1.3 with an additional number to indicate a release or patch number. If you are starting a new project then I don't see any reason not to use the latest version. Looks like 1.3.8 is the latest production quality release and 1.3.9 is in beta state, but you should be fine to go with either.
