SOAP action and mustUnderstand attributes

Hi all,
Here is a question.In the SOAP header blocks,we can give attributes as actor and mustUnderstand,but what if I validate the header block with it's xsd schema.In that case,the element in the header block should not contain actor and mustUnderstand ,becuase I do not declare these two attributes in the schema for header block element.Even then the declaration of these two attributes is allowed in header blocks.Why?

Please help me clear this doubt.
