Get Robot.mouseWheel(i) to work with touchpad?

I'm writing a program that uses Robot.mouseWheel(i) to scroll a third party application. It works fine on my desktop, but doesn't work on the laptop where I need it to work. All the other robot methods I use work on the laptop. Anybody have any idea how I could go about trying to get it to work?

synaptics ps/2 port touchpad
latest touchpad driver

Not without knowing something about the third party application. If it's a browser, for example, the down arrow key works for most scenarios.

Is a touchpad even a "mouse having a wheel?" Or is it just a mouse with a pointer. Maybe that's why it doesnt work? (Just thinking out loud here)
