web services and linux ubuntu

I would like to create a communication between a server ubuntu linux 12 and (1-10) tablet.
The tablet reads in the morning a product list price, inserts a price for each product in his db .
The tablet go around and insert in the db the products sold.

And 'here the most difficult part of my application:
I absolutely have to check that all is well.

I thought of 2 solutions:
1) exportation of txt file with the exported data in a folder shared
2) Web services.

1) How (in what language) I can create a webservice in ubuntu
2) reliable?
3) relative to the previous question: are simple? or is it better not to improvise a web services without considerable knowledge
4) how do I access the web service using the tablets? (The tablets are connect to a wifi router where is connected also the server PC ) I use the ip and url? How?

i read about res or pox , what is the more adaptable to my problem tecnology under linux for do that?

ps. the data are not huge

Depending on data volume and other considerations such as performance, SLA etc..
I would only then start to architect and build the correct solution.

But, there are other more-efficient methods, such as using JSON and PHP etc..
A RESTful webservice could be used on Ubuntu tomcat to serve up XML but table needs to consume it.

Again, too many questions.
