Keep JFrame on top after using setFullScreenWindow

I'm writing an app that is intended to run on a dual monitor setup, with one "Display" JFrame going fullscreen on one display and one "Control" JFrame staying on the other monitor, sending instructions to the Display.
I've tried two methods for setting the Display to be fullscreen, and both have their problems:

One method tries the following:

This seems to work only in Windows, as the Display gets hidden behind the dock/panels/menus in OS X and GNOME 2 (I assume I'd have trouble with other Linux desktop environments).

So, I researched a bit and tried this:

This works great on all OSes, but in Windows, trying to focus the Control window on the other monitor causes the fullscreen Display to hide itself; it is only visible if it is focused.

does not work.

Any suggestions? Thanks!

wild guess, try this variation to what you have
