Hello. I need to make an internet application in which each user has its own interface configuration (links to other applications, functionalities, etc). The modifications of each user have to be done without restarting the application or the web server afterwards. I’ve thought I could do this by database tables. Is this the only/best way to do this? Thanks a lot.

Well, the individual configurations need to be persisted somewhere. A DB is the usual mechanism.
 
It is sorta covered in the JavaRanch Style Guide.
