TimeoutException in Socket Comunication

Hi, I'm trying to connect my phone 'Galaxy S' to my PLC 'Panasonic FPX-C30' thought socket communication. I have all the communication part ready from my previous application which works perfectly from PC to CLP. But now trying to do the same from my phone I get an 'SocketTimeoutException' within the process of creating my socket:

try {
   InetAddress serverAddr = InetAddress.getByName("192.168.2.99");
   Socket socket = new Socket(serverAddr, 8084);
} catch (Exception e) {
   Log.e("CONNECTION ", " ERROR", e);
}

java.net.SocketTimeoutException: Connection timed out
