equivalent of frames in struts

i am developing struts 1.2.9 in netbeans 6.1 with tomcat 6.0.


i know about frames in html. what is equivalent in struts. i did the tiles. my tiles code is as follows.

i need the tiles of attribute body should have scroll bar. that body tiles alone should scroll , the entire page should not scroll. how this is possible.
