Do you have a good grasp of Java basics? If not, start with the Java Tutorial. How about web technologies? Struts 1.x has a Key Technologies Primer to get you up to speed. Tomcat has a tutorial on how to build and deploy a web application. Once you have a good foundation on the basics, you can start with Struts. Our Struts FAQ has links to books and tutorials.
