Tomcat Startup and Shutdown

I have a servlet defined to call init and destroy on tomcat startup/shutdown. The both methods are called multiple times instead of just once. I have two questions, first, is that normal? Second, is this the best way to do it (Struts 1.3.8). Thanks.
