Hi !
I am new to Android programming.
I have installed android sdk 20.0.3.
There was need for Android 4.0 (API 16), for that I have downloaded android-16_r02.zip & sysimg_armv7a-16_r02.zip.
Now, where do I extract these files?

The android tutorial on getting started with eclipse development is a great place to look for clues.

http://developer.android.com/tools/sdk/eclipse-adt.html

You can install the platform tools anywhere you want to. Just make sure your eclipse / IntelliJ plugins know where the SDK tools are by configuring them in the IDE correctly.
