I want download jls 7 in html format.I can see there is only pdf format.

Do you have any specific question?

AFAIK, you can view JLS in html format - I doubt whether you can download it in html format.

pdfs are neither lite nor flexible to navigate like HTML pages.

The PDF is quite easy to navigate. There is an accurate table of contents, both at the beginning and in the book marks area. The text itself has links to different sections whenever they are referenced - just like the HTML does. So for downloading purposes, the PDF works just fine.

Try here. The pdf I found has links to other sections click‑able.

That looks like the API not the JLS. Campbell's link shows where to get the JLS.
