I want to create a web application by using java jsp & servlet .So I need what the tools to develop applications that better .

I see that some people use jquery to create a frame, whether it is necessary or not . In netbean supports creating frame are not

you can use any ide (netbeans is good too), jQuery is a javascript library it allows you to write crossbrowser javascript effortlessly. you can use it to create frames (although not mandatory).

Your sentences are

JSF and HTML FRAME objects do not work well together, if that is what you are asking.

jQuery is useful but it is not required. It does not have any special JSF support. Some JSF extension tag libraries use jQuery internally. I think that RichFaces and PrimeFaces are 2 of them.
 
Don't get me started about those stupid light bulbs.
