p:fileDownload not working with h:head

i am facing a problem of using p:fileDownload with page having h:head. I dont know that h:head is linked or affects this p:download tag or not but after checking every single thing in the page i came to know that if i remove the h:head tag from the page the code



works fine with downloading (also let me add that it also works fine with only head)but if i add h:head, the download button just loads on same page and doesnt shows the download popup window. I cant work without h:head as i need the css on my page without it everything on page is jumbled up and goes messy..please see the complete page code below and help me identify what i am doing wrong here or what is causing this strange problem.
