https page redirects to https instead of http

So I set up a basic example here: https://c8dev.geigerstores.com/preview/unsecure.jsp
This file contains:

The result is sending a request with a secure transport (https) instead of http. What would be causing this?

When I click on your link to send a request to your redirecting page, I get a 302 response (as expected) with Location="https://www.iana.org/domains/example". So, your server is doing the change from http to https.

Thanks for the reply. Is this an apache configuration issue? I have a load balancer passing x-forwarded-proto. Any advice or direction for finding out how to resolve this redirection from http to https?

You should check the target web application which is hosted at the "domains" context root. It could have been configured to serve the "example" resource as CONFIDENTIAL (in web.xml) and hence the server might be redirecting it to https.
