browsers compatability errors: need fix

1. Issue with IE where the horizontal and vertical bars are not showing if the corresponding meta tag is not provided or greyed out if given so when background attribute for body is provided
to the tag(body background="") than the style(background:url("");). Also if the width and height are not mentioned the webpage is not scrolled at all.
2. Line or para adjustment issues with different browsers.

Try running this code in the website link provided , put this code at the source code box provided in the website and submit using all three browsers opera, ie9 and chrome.
For 2nd issue ie and chrome spacing seem to be nearly the same but opera has a clear difference in alignment where line to line spacing and word to word width spacing seem to
be much smaller than the ie and chrome( which themselves differ to a smaller extent) which is also an issue for me in my project.
[opera leaves only one line height while chrome or ie are leaving 2 lines of spaces before starting the para]

Tried css-reset style as well but these problems does not seem to go away.

Need to add 'px' at 1769 and 2066 width/height { :1769 px; 2066 px} for ie to interpret properly.

I havent figured out how to fix this, the 'px' thing is another case altogether. Any suggestion!, still unresolved at my end.
