Longitude and latitude calculations

I have 2 pairs of long-lat. One is constant and other is dynamic. I need to find out when the dynamic one falls into the 15ft radius of first one.

How can I proceed?

no sarcasm meant, but I cannot think of any other answer to the kind of question you have asked... are you asking

1) how to write code i.e logic for this?
2) what datatypes should you use in java to hold long-lat?
3) Is there function in java to be used ?
4) something else?
