Hi,

I am wondering if it is possible to develop a app for a phone, meaning website for phone when someone logs on to internet using phone or tablets. My question is what are the requirements for developing one. Is it enough to make one using HTML5 CSS and Javascript?

Generally the application functionality requirements will determine the technology requirements, not the other way around. But yes it is possible to build mobile apps these days using HTML, CSS and JavaScript using products such as Sencha Touch and Appcelerator Titanium.
 
Don't get me started about those stupid light bulbs.
