The most useful info I could find:

http://tomcat.apache.org/tomcat-7.0-doc/web-socket-howto.html
and
http://www.tomcatexpert.com/blog/2012/05/01/how-apache-tomcat-implemented-websocket

You want to write a web server yourself ?? Several exist with websocket support.

Failing that look at the comms libs the existing web severs use eg Glassfish uses Grizzly and you'll find web socket implemented there.
