You can't. Any asset files needs to be in place when the APK file is generated; you can't add anything there at runtime. What is the underlying problem that you're trying to solve?

I'm not sure if what you propose to do is a good idea or not (there's too little detail to tell), but there are a couple of storage options for files: http://developer.android.com/guide/topics/data/data-storage.html
 
It is sorta covered in the JavaRanch Style Guide.
