Hibernate Caching Query

In Hibernate, we have two levels of caching.

1. First level of cache is maintained at Session level. So, it will be unique for each and every request i.e. session.

2. Second level of cache is maintained at SessionFactory level.

So, my query is that the second level caching can be used only for the objects which are common across all the users i.e. only one per application. Is it true? Please confirm. It is like an object in applicationcontext only (as per semantics we can think of).
